Sally is a honest and well-meaning major in the Alliance, assigned to the UESA's intelligence bureau. While working at one of the Alliance's medical facilities, she meets Heero and is intrigued by the mysterious young Gundam pilot. After the collapse of the Alliance, and opposed to OZ and the Romafeller Foundation, she elects to aid the Gundams. She eventually joins the Preventers, adopts the codename "Water," and works closely with Wufei, and then with both Lady Une and Lucrezia Noin.
